The product poses a risk of choking and suffocation because:- conventional neckties, i.e. similar to those worn by adults, are not suitable for children under five years old. Neck ties for children in this age group should be designed to be easily detachable should they become entangled. This can be achieved by the use of touch and close fastenings at the neckband or the use of a clip-on fastening,- the scarf was child appealing and was intended to be worn by young children. The presence of the animal head increased the likelihood that the scarf would be worn by children under five years of age.
