The product poses a risk of burns because the powder used to make Plaster of Paris was not calcium sulphate (as expected) but showed a pH of 14, rather than neutral, indicating it was consistent with calcium hydroxide. Calcium hydroxide is an irritant and corrosive which poses a serious risk of damage (burns) to the eyes.
