The product poses a risk of choking because although the product is not a food, its form and appearance are such that it is likely that consumers, especially children, will confuse it with a foodstuff and place it in their mouth, suck or ingest it, which could be dangerous. The smaller hearts fit entirely into the small parts cylinder and pose a risk of choking for children. The product does not comply with the Directive 87/357/EEC on products which, appearing to be other than what they are, endanger the health or safety of consumers.
